1. Scope and Principles 一、政策宗旨与定义

This Child Safety Standards document outlines the strict guidelines governing the use of the WINChat instant messaging mobile apps, web platform, desktop software, and all related services ("Services") operated by Bitara Capital Sdn. Bhd. 本《儿童安全标准》阐明了用户在使用由 Bitara Capital Sdn. Bhd 运营的 WINChat（云聊）移动端、网页端、桌面端及相关服务（以下统称“服务”）时必须严格遵守的安全规范。

For the purposes of this policy, a "child" or "minor" refers to any individual under the age of 18 years (or the age of legal majority under applicable local law). Protecting children from sexual abuse, exploitation, and predatory behavior is our paramount commitment and core legal duty. 在本政策中，“儿童”或“未成年人”指未满 18 周岁（或符合当地法律规定的成年法定年龄以下）的任何个人。保护儿童免受任何性虐待、性剥削与网络侵害是我们最高优先级的安全原则和法定义务。

2. Strictly Prohibited Conduct and Content 二、严格禁止的行为与内容

The following activities and contents are unequivocally banned on WINChat under all circumstances without exception: 在云聊（WINChat）平台上，任何在任何情况下涉及以下行为或内容的操作均被无条件严令禁止：

• Prohibition of Child Sexual Abuse and Exploitation (CSAE): 禁止任何形式的儿童性虐待和性剥削（CSAE）： WINChat strictly prohibits any form of child sexual abuse and exploitation. This includes any physical, emotional, or digital sexual abuse against children, or coercing, inducing, facilitating, or encouraging a child to engage in sexual acts or sexually suggestive conduct. 云聊严厉禁止任何形式的儿童性虐待和性剥削。严禁任何针对儿童的身体、情感或网络性侵犯行为，严禁引诱、胁迫、协助、怂恿或强迫儿童参与任何性行为或具有性暗示的活动。
• Prohibition of Child Sexual Abuse Material (CSAM): 禁止创建、上传、传播 CSAM： WINChat strictly prohibits creating, generating, uploading, hosting, transmitting, sharing, distributing, requesting, soliciting, or storing Child Sexual Abuse Material (CSAM). This ban applies to any visual, audio, or textual media depicting or promoting sexual abuse of minors, including photos, videos, animations, illustrations, computer-generated or AI-generated deepfake images, as well as sharing external URLs or cloud storage links pointing to such material. 云聊严禁创建、生成、上传、托管、发送、分享、传播、索要、征集或存储任何儿童性虐待材料（CSAM）。该禁令覆盖所有描绘、涉及或宣传针对未成年人性虐待与性剥削的媒介，包括照片、视频、音频、插画、动画、电脑合成或 AI 深度伪造（Deepfake）图像，以及传播指向此类内容的第三方网盘、外部网址链接或暗网索引。
• Prohibition of Online Child Grooming: 禁止诱骗儿童进行性剥削（Grooming）： WINChat strictly prohibits child grooming. This includes attempting to establish an emotional connection or false trust with a minor, manipulating, offering gifts or virtual benefits, or cyber-luring a child for the purpose of sexual exploitation, requesting intimate photos, or arranging offline sexual encounters. 云聊严禁诱骗儿童进行性剥削（Grooming / 网络诱拐）。严禁以性剥削为目的试图与未成年人建立虚假信任关系、进行情感操纵、赠送礼品或利益诱惑，严禁网络诱导儿童索取私密影像、要求进行涉性对话或策划线下涉性接触。
• Prohibition of Child Sextortion & Commercial Sexual Exploitation: 禁止儿童性勒索、性交易等行为： WINChat strictly prohibits child sextortion, sexual trafficking, and commercial sexual exploitation. Users may not threaten to expose intimate images (whether real or fabricated) to extort money, favors, or additional sexually explicit content from a minor, nor may they solicit, broker, advertise, or promote commercial sexual acts or prostitution involving minors. 云聊严禁儿童性勒索、性交易等任何商业性剥削行为。严禁使用真实或伪造的私密影像、聊天记录对未成年人进行威胁、敲诈或勒索财物/进一步私密内容（Sextortion）；严禁组织、招募、介绍、撮合、宣传或促成任何涉及未成年人的性交易、卖淫或商业性剥削行为。

3. Reporting Violations: Dedicated Child Safety Desk 三、违规举报途径与儿童安全专职邮箱

We urge all users to immediately report any suspected CSAE, CSAM, grooming, or child safety threats. You can report directly to our dedicated safety and compliance desk via email: 我们鼓励并呼吁广大用户在发现任何涉嫌儿童性虐待、CSAM、网络诱拐或危害儿童安全的线索时立即向平台举报。您可以通过专职邮箱直接向合规专员提交报告：

4. Enforcement Actions and Remediation 四、收到举报后的处置流程与措施

Upon receiving a valid report or detecting suspected violations, our 24/7 dedicated safety and moderation team initiates immediate, highest-priority review. In accordance with our policies and applicable laws, we enforce decisive punitive and protective measures, including but not limited to: 在收到有效举报或监测到涉嫌违规行为后，我们的安全审核团队将启动 24/7 最高优先级紧急处理流程。按照平台政策和适用法律法规，我们会迅速采取严厉处置措施，包括但不限于：

• Immediate Content Removal: 立即删除相关内容： Promptly and permanently delete the reported CSAM, offensive messages, multimedia files, attachments, and cloud caches across all servers and content delivery networks to prevent further dissemination. 立即从平台服务器及 CDN 节点永久彻底删除涉案违规内容、多媒体文件、聊天附件及云端缓存，全面阻断违规内容的二次传播。
• Account Restriction & Permanent Termination: 限制与永久封禁账号： Immediately suspend, permanently terminate, and irrevocably ban the offender's WINChat account. The user will be revoked from accessing any WINChat services permanently. 立即限制并永久封禁违规账号，注销其账号权限，终身禁止其访问或使用 WINChat 的任何产品与服务。
• Device & Network Blacklisting: 设备与网络黑名单封禁： Block associated hardware device IDs, registered phone numbers, email addresses, and malicious IP networks to prevent the offender from creating new accounts or circumventing penalties. 将违规者关联的硬件设备标识（Device ID）、注册手机号、邮箱及恶意 IP 网络加入全局防御黑名单，严防违规者换号重开。
• Evidence Preservation: 依法保全关键证据： Securely preserve digital logs, transaction records, and cryptographic hashes of prohibited materials in full compliance with legal requirements for hand-off to judicial and law enforcement bodies. 依法保全关键数字证据、操作日志和违规材料特征哈希值，确保司法与执法机关介入时具备完整取证链条。

5. Mandatory Reporting to Authorities and Law Enforcement 五、对确认的 CSAM 依法向主管机构报告

• Friend Privacy Controls: 好友与隐私权限控制： Users can restrict who can find their account by phone number, toggle stranger message requests, and reject invites to unknown group chats. 用户可以自主设置禁止陌生人通过手机号搜索好友、开启陌生人临时会话拦截，并拒绝被随意拉入未知群聊。
• Spam & Abuse Filters: 违规模式与恶意行为过滤： Automated behavioral rate limits detect and halt automated mass messaging and bulk account farming. 自动化风控策略可及时监测并拦截高频陌生人打招呼、批量发信及批量注册恶意小号的行为。
• Parental Guidance: 监护人提示与引导： We advise parents and legal guardians to maintain active oversight of their children's online communication habits and discuss online safety, password hygiene, and the dangers of sharing sensitive photos with strangers. 我们建议家长和法定监护人积极关注未成年人的网络社交活动，引导孩子树立网络安全意识，严禁向任何陌生网友发送家庭住址、真实姓名、个人隐私及敏感照片。
